英文文章翻譯:Obama's Plan for Troop Cuts in Afghanistan

    今天版主所翻譯的文章是關於阿富汗戰爭的,話說老美對於這場戰爭的投資基本上已經快跟越戰差不多了,要不是歐巴馬在五月把賓拉登送上西天,這場戰爭大概可以名列二十一世紀十大笑話戰爭之首了,也難怪對於今年利比亞戰爭老美的態度會那麼保守,畢竟在中東有阿富汗戰爭與伊拉克戰爭的負擔,在亞洲地區又要防範北韓這個流氓政權的無頭行為,就算自認為世界警察的美帝也還是知道也該適時收手,不過如果今日的美國總統不是歐巴馬而還是小布希的話,那這兩場戰爭可能真的會沒完沒了,廢話不多說,以下是文章全文,文末附上這次訪談的影片內容。

President Obama says there is enough progress(1) in Afghanistan to remove about one-third of American troops by September of next year. Mr. Obama announced his plan Wednesday night. Earlier that day he spoke to VOA.

    美國總統歐巴馬表示對於在明年九月前撤離三分之一美軍的計畫已經有相當的進展,他在週三晚間宣佈了這個計畫,稍早他接受了美國之音的訪問。

BARACK OBAMA: "Keep in mind we're talking about ten thousand troops by the end of this year, an additional twenty-three thousand by the end of next summer. And we'll still have sixty-eight thousand US troops there, in addition to all the coalition(2) partner troops. So there is still going to be a substantial(3) presence(4). But what it does signal is, is that Afghans are slowly taking more and more responsibility."

     歐巴馬總統:「記得之前我們講到關於在今年底撤離一萬名美軍,以及在明年夏天結束前撤離額外的兩萬三千名士兵的計畫,即使如此,在阿富汗我們約還有六萬八千名的美軍與其他聯軍駐紮該地,因此在軍事防衛上仍舊是堅牢可靠萬無一失。但是許多跡象顯示,阿富汗人對於自身國家的安危仍然是一副不關己事的態度」

The plan will bring home all of the extra troops he ordered sent to Afghanistan eighteen months ago. They will start leaving in July. And Mr. Obama says American troops will continue coming home as Afghan security forces move into the lead.

    這項計畫將會把在十八個月前就駐紮阿富汗的增額美軍部隊撤回本土,他們預計在七月開始撤離,歐巴馬總統表示阿富汗安全部隊接掌防衛工作的情形將可使美軍作持續撤離的行動。

He calls this a phased(5) transition(6) process in a mission that will change from combat to support. This process will be complete by twenty-fourteen, he says, and the Afghan people will be responsible for their own security. Mr. Obama said peace in Afghanistan will require a political settlement(7) which could include the Taliban.

    歐巴馬表示這是轉攻擊狀態為任務支援型態的階段性過渡進展計畫,這項進展行動將會在2014年全部完成,屆時將全權交由阿富汗自身的維安部隊來進行防衛,他也表示阿富汗需要與塔利班組織進行政治和談才可能達到國家和平的目的。

BARACK OBAMA: "We will encourage the Afghans, and we ourselves will talk to anybody. But they are going to have to break ties with al-Qaida(8), they are going to have to pledge to abide by the Afghan constitution(9) and they will have to cease violence as a means of(10) bringing about political power." On the subject of Pakistan, Mr. Obama said he thinks America's relationship "has become more honest over time."

    歐巴馬總統:「我們願意與阿富汗人民和平共處,但是前提是他們必須斷絕與蓋達組織的來往關係,他們要做的就是必須根據阿富汗憲法來確實執行這項行為,作為以政治力約束暴力行為的證明」。另外在與巴基斯坦的關係議題上,歐巴馬認為該國和美國的關係將越來越明朗化。

BARACK OBAMA: "And that raises some differences that are real. Obviously, the operation to take out Osama bin Laden created additional tensions(11), but I had always been very clear to Pakistan that if we ever found him and had a shot, that we would take it."

    歐巴馬總統:「美國與巴基斯坦確實在某些政策上的意見相異,例如在捉拿賓拉登的行動中,巴基斯坦的被動合作態度造成不必要的額外緊張情勢,但是我很明瞭的告訴他們,不管是活捉甚至擊斃賓拉登,都會將他交由美方來處置」

American special forces killed the al-Qaida leader in May in a secret raid on the house in Pakistan where he lived for years. President Obama said Pakistan not only has a responsibility, but also a deep interest in dealing with terrorist elements still in its territory.

美國特種部隊於今年五月的一場突擊行動中擊斃了這位蓋達組織領袖,地點是在巴基斯坦一棟賓拉登隱藏多年的別墅內。歐巴馬表示對於該次行動,巴基斯坦對於如何處理在其國土的恐怖攻擊行動還是相當關注的。

BARACK OBAMA: "But overall, Pakistan has cooperated with us in our intelligence-collection efforts, in striking at high-value targets within Pakistan. We think that no country has suffered more from terrorist attacks than Pakistan." In his speech this week, Mr. Obama said the removal of troops will start "from a position of strength." He said al-Qaida is under more pressure than at any time since the attacks on the United States on September eleventh, two thousand one.

    歐巴馬總統:「但是總體來說,巴基斯坦在這次突擊賓拉登的行動中,與我方在情報收集的工作上合作無間,我們認為沒有一個國家比巴基斯坦更苦惱與深刻體會來自恐怖份子的攻擊行動」歐巴馬在這周的演講中說道,美軍的撤離表顯示阿富汗戰爭將進入尾聲,他表示蓋達組織自從2001年攻擊美國本土的911事件後就背負了許多來自各界的壓力。

BARACK OBAMA: "The goal that we seek is achievable, and can be expressed simply: No safe haven from which al-Qaida or its affiliates can launch attacks against our homeland or our allies. We won't try to make Afghanistan a perfect place. We will not police its streets or patrol its mountains indefinitely. That is the responsibility of the Afghan government."

    歐巴馬總統:「我們的目的就快達到了,簡單的說就是,未來將沒有安全的避難所能夠保護來自蓋達組織與其成員對美軍和聯軍發動的恐怖攻擊,我們也不能保證阿富汗是個安全的地方,我們不會確切的保障阿富汗各地的安全,這項責任需要由阿富汗政府來承擔」

The president said that after ten years of war, America must now invest(12) in its own people.

    歐巴馬總統表示經過十年的阿富汗戰爭,美國終於能給國人一個交代了。

BARACK OBAMA: "America, it is time to focus on nation-building here at home."
Some members of Congress(13) want a faster troop withdrawal(14). Others say a quick withdrawal could threaten progress. A similar debate(15) is said to be taking place among the president’s top advisers.

    歐巴馬總統:「親愛的美國,該是把目光集中在建設祖國的時候了」。而某些美國國會的成員希望美軍的撤離行動能夠迅速執行,但是另外一批人士則表示太快的撤離行動會導致許多問題,美國總統的高級顧問們將對於這兩種觀點進行一場辯論。

The latest Pew opinion(16) survey of Americans found for the first time that a majority(17) say troops should be brought home as soon as possible.
